With multiple rounds of funding, California’s COVID-19 Small Business Relief Grant program for the whole state totaled close to $1 billion, representing the largest such program in the entire U.S. Eligible small businesses had to demonstrate annual gross receipts below $2 million to qualify. Grants were distributed on the following basis:

 These grants are already supporting diverse small businesses throughout California, with 88.3 percent of grants in rounds one and two going to minority/people of color-owned businesses, women-owned businesses, veteran-owned businesses and businesses located in low to moderate income communities. 

Grants were targeted to business sectors most impacted by the public health closures, and in zip codes most severely impacted by COVID-19.

• The top three sectors restaurants, salons – hair and beauty along with care based businesses - accounted for close to $14m equivalent to 45% of all grants awarded.
• 509 Businesses in downtown zip codes secured more than $6 million and 504 East Side businesses received $5.4 million.
• The total value of grants to businesses in San Jose exceeded San Francisco’s total, and represents 55% of all the awards in Santa Clara County.  Zip code analysis below:
